JSC Atomspetstsement Becomes First Resident at Krasnokamensk Special Zone of Proactive Socio-Economic Development (SZPSED)
On May 22, 2017 JSC Atomspetstsement was entered into the register of territories of socio-economic development on territories of multi-profile municipal entities of the Russian Federation (single-profile cities), and became the first resident of Krasnokamensk Special Zone of Proactive Socio-Economic Development (SZPSED) in Zabaikalsky Krai.
The Cooperation Agreement to implement the project of building a special cement grade plant in Krasnokamensk was signed by investors in June 2016. In July 2016 Russian Prime Minister Dmitry Medvedev signed an order to create Krasnokamensk Special Zone of Proactive Socio-Economic Development (SZPSED) in Zabaikalsky Krai, making the city the first among all cities with major nuclear facilities with such a status. In May 2017 a tri-partite agreement was signed between the Ministry of Economic Development of Zabaikalsky Krai, City of Krasnokamensk administration and resident JSC Atomspetstsement regulating its activities at Krasnokamensk Special Zone of Proactive Socio-Economic Development.
Support of projects being implemented for the sake of city economy is one of top priority tasks for ARMZ Uranium Holding (Mining Division of Rosatom State Corporation). All conditions for development of base sectors of the industry, innovative productions and various cooperation projects have been created at the site of PJSC Priargunsky Industrial Mining and Chemical Union, the largest uranium-prospecting enterprise of the country. The investment project includes construction of the grinding unit for the plant of special cement grades and setup of production capacities (2 cement mills) to process cement clinkers, with the output capacity of up to 0.6 mln tons of cement a year. The volume of investments into the project will exceed RUB 3.1 bln, and the total number of employees at the plant when it reaches its full production capacity will exceed 120 people.
“The project has considerable economic significance for Zabaikalsky Krai, since there are no other cement manufacturers in the region, which in turn causes consumer prices for this product to go up. Implementation of the project will improve the financial and economic indicators for all the companies working in the region, including PJSC PIMCU. This achievement has become possible thanks to joint efforts of investors of JSC Atomspetstsement, government of the Krai and especially staff of ARMZ Uranium Holding, which supports regional economy diversification, improved investment climate and a better business environment in Krasnokamensk,” said Andrey Vlasov, head of the project at the Center of Advance Projects and Technologies of JSC Atomredmetzoloto.
