The Resolution on formation of TOSED “Krasnokamensk” in the Trans-Baikal Territory was signed


The Russian Federation Prime Minister Dmitry Medvedev signed the Resolution of the Government # 675 on formation of the Territory of Outrunning Socioeconomic Development (TOSED) “Krasnokamensk” in the Trans-Baikal Territory (http://government.ru/docs/23897/).

The TOSED is formed in accordance with the Federal Law of December 29, 2014,  # 473-FZ “On Territories of Outrunning Socioeconomic Development in the Russian Federation.” As it is said in the Resolution, “The decision taken will allow to provide the people with jobs at the expense of development of new kinds of activities and small entrepreneurship, attract additional investments, increase tax receipts coming to the municipal entity’s budget.”

The Resolution of the Government sets forth the kinds of economic activities, which are allowed to be carried out as a result of investment projects’ brought into life in the company town. In case if projects offered to be realized are in accordance with the said list, investors are offered significant privileges, in accordance with the acting legislation, for formation of favorable environment for doing business and investing. They are reduced rates for insurance payments for 10 years (Pension Fund of the Russian Federation – 6%, Obligatory Social Insurance Fund – 1.5%, Federal Fund of Obligatory Medical Insurance – 0.1%), zero profit tax during the first 5 years after getting the first profits, no land tax for 3 years, renting on privileged terms, application of a reduced coefficient for mineral extraction tax and others.

“This is a really significant event not only for Krasnokamensk but for the whole Trans-Baikal Territory as well. We have done a very important thing together, the results of which, I am sure, will not keep us waiting for long. The main thing is to be able to use competently the privileges, set forth as a part of the territory of outrunning socioeconomic development. The management of Rosatom provided the required support for the government of the Trans-Baikal Territory in arrangement and formation of TOSED. We have already started preparation for realizing a whole number of projects as well for diversification of business in Krasnokamensk, directed to improvement of investment climate and maximally effective use of personnel, infrastructure and transport potential of the operating production premises. After obtaining the TOSED status, Krasnokamensk will become even more attractive for potential investors, which will allow to provide the maximum and long-term industrial development of the town. I congratulate everyone who was involved and somehow connected with this event, and I am sure that new pages of glorious Krasnokamensk history are still to be written,” Vladimir Verkhovtsev, Director General of ARMZ Uranium Holding Co., said.

Support of projects brought into life for development of the town’s economy is one of the priority tasks for ARMZ Uranium Holding Co. There is environment created for development of both basic industry branches and innovative industries on the site of Priargunsky Industrial Mining and Chemical Union PJSC, which is managed by the holding of the biggest uranium extracting enterprise in the country. Earlier a number of investors already expressed the wish to create new enterprises in the “uranium capital city” of Russia. 

Thus, in June a cooperation agreement was signed for building a special cement plant with the production capacity of more than 1 mln tons a year. In March Krasnokamensk Hydrometallurgical Industrial Complex LLC confirmed its intention to bring into life the project for setting up an enterprise to process rare metal ores and rare-earth metal ores. Agreement was signed with the management of Daursky Meat Processing and Packing Plant LLC for construction of a mixed fodder plant, and another agreement was signed with GR Lesnaya Promyshlennost LLC for construction of a woodworking complex.
