The First Ore-Mining Company took part in the Second National Mining Forum


Under the forum Igor Semenov, first deputy general director of JSC First Ore-Mining Company (comprises the management structure of JSC Atomredmetzoloto/ARMZ Uranium Holding Co.) presented Pavlovskoye project as an important element of Arctic mining industry strategic development. During the discussion, which was moderated by Valeriy Yazev, first deputy chairman of the Committee of the Russian State Duma on natural resources, nature management and environment, issues related to the study of mining enterprise Arctic construction experience and investment attractiveness of Arctic regions on the whole were discussed. The focus was on taxation and cooperation of business and state in the area of efficient commercial Arctic development.

“The Arctic region is not just hydrocarbons, oil and gas but also solid minerals. Pavlovskoye project implemented by our company for the development of the lead-zinc deposit on Novaya Zemlya archipelago is one of the most large-scale in the Archangelsk region aimed at making a significant contribution in economy and development of the region on the whole. However, today solution of key issues related to generation of archipelago infrastructure, starting from the construction of the berth, power supply facilities etc. fully falls on the company and substantially loads the project economics.  We have formed a number of proposals on measures of state support of business entities in this region of the country”, - noted Igor Semenov in the report.

The company offers to form areas with special business conditions in the Arctic zone which are similar to advanced development areas and to establish five-year tax holidays, including a profit tax, minerals production tax, land and property tax and a preferential insurance contribution rate.

Besides, the company would welcome budget allocations aimed at partial compensation of costs for the development of external infrastructural facilities. In the event of FOMC – this is onshore infrastructure of Bezymyannaya Bay of Novaya Zemlya archipelago.

In general, FOMC relies on its own efforts. “Solution of local tasks related to maintenance of individual enterprises mining sold minerals in the Arctic region will enable to enhance national presence in this region. It is possible to make a transfer from permafrost to a comfortable environment in case of a systematic dialogue of business, society and authority. This event is one of such forums for a dialogue” – summed up Igor Semenov. 

All proposals were sent to the forum’s organizational committee. At present, relevant documents are being prepared in the company for federal state authorities.

The Second National Mining Forum (hereinafter – Forum) was organized in accordance with a resolution of the Supreme Mining Council of NPP Russian Miners in conjunction with the RF Ministry of Natural Resources, RF Ministry of Energy and RF Ministry of Industry and Trade, Russian Union of Industrialists and Entrepreneurs and the RF Chamber of Commerce and Industry. The forum is a regular (annual) event to discuss issues of the mineral resources sector of the economy, consolidation of mining community and optimization of its cooperation with state authorities.

JSC First Ore-Mining Company (company of ARMZ Uranium Holding) is implementing the project for developing the northernmost mining production facility in the Russian Federation on the basis of Pavlovskoye lead-zinc silver-containing deposit (Southern island of Novaya Zemlya archipelago, Archangelsk region). Pavlovskoye deposit is one of the largest polymetal deposits in the Russian Federation (lead and zinc).
