Governor of Trans-Baikal Territory K.K. Ilkovskiy meets with representatives from JSC Atomredmetzoloto
On April 24, Governor of Trans-Baikal Territory Konstantin Ilkovskiy held a work meeting with Vladimir Verkhovtsev, head of Rosatom State Atomic Energy Corporation’s mining arm, and Vladimir Vysotskiy, Deputy Director General for Special Projects of ARMZ Uranium Holding Co. They discussed the social and economic development of the Krasnokamensk City and the Krasnokamensk District; production optimization at JSC Priargunsky Industrial Mining and Chemical Union; and investment projects likely to be implemented within the area of advanced economic growth in the south-east of the region.
The Governor noted that the Government of the Territory is building up cooperative relationship with Rosatom State Corporation and ARMZ Uranium Holding Co. (JSC Atomredmetzoloto). “We pursue three main lines of activity. The first one is undoubtedly the socio-economic development of Krasnokamensk and the Krasnokamensk District. Here we focus on the social sphere. The programme for the social infrastructure development, being implemented in the region in cooperation with Rosatom State Corporation, has been performed in full scope both in terms of financing volumes and facility commissioning dates. The both parties uphold the agreements,” said Konstantin Ilkovskiy.
The second important line of collaborative activity, touched during the work meeting, is workflow optimization at JSC PIMCU. Vladimir Verkhovtsev noted that the Industrial Union’s production costs currently amount to $ 150 per kg of products, while the purchasing price is just $ 120, even taking into account that the latter exceeds the market price due to subsidies from Rosatom State Corporation. “The difference between production costs and purchasing price means that the enterprise is incurring direct losses. This situation has continued for last few years and has already become persistent. Here we cannot fail to undertake serious steps. We are interested in retaining each professional, who now work at the Industrial Union, and in maintaining all types of production. In order to prevent any uncontrolled processes, associated with mass redundancies, we regularly conduct meetings with the management of the Industrial Union and ARMZ Uranium Holding Co. However, as I have already stated in Krasnokamensk and repeated here today, now we are facing the challenge to reduce costs across all lines of business. This implies downsizing the administrative staff and enhancing efficiency of each subdivision, as well as of repair, logistics and procurement costs. The JSC PIMCU management team has a clearly defined operating plan, to which we will adhere. Today we synchronized our watches, put it that way,” explained the Governor, in his turn.
According to Konstantin Ilkovskiy, among other issues discussed at the meeting were investment projects that could be potentially implemented within the area of advanced economic growth in the south-east of the region with a center in Krasnokamensk. “Today, we have as many as three significant prospective investors, as one might call, anchor ones – Rosatom, Norilsk Nickel and Rostec. Krasnokamensk possesses industrial and human resources and the entire necessary social infrastructure. Of course, there will be no immediate changes, since the establishment of new production is money and time consuming. Still, I believe that JSC PIMCU, which went through three recessions, will cope with another period of turbulence,” highlighted the Governor.
