Programme for socio-economic development of Krasnokamensk in 2014 drawn up
On January 21-22, 2014 an official delegation of the Trans-Baikal Territory Government led by Alexey Shemetov, First Deputy Prime Minister, visited Krasnokamensk. Following the results of the visit, a programme for socio-economic development of Krasnokamensk City and Krasnokamensk District in 2014 has been finalized.
Within the framework of the Programme for the Development of Public Infrastructure in Urban Settlement of the City of Krasnokamensk and Municipal District of the City of Krasnokamensk and Krasnokamensk District for 2013–2017, budget for Krasnokamensk socio-economic development in 2014 amounts to more than 650 mln roubles. The major part of these funds was received by the local budget from a consolidated group of Rosatom taxpayers under the Cooperation Agreement between the Government of the Trans-Baikal Territory and the Rosatom State Nuclear Energy Corporation According to Alexey Shemetov, through collaborative efforts of the regional government members, municipal authorities and management of the city-forming company, Priargunsky Industrial Mining and Chemical Union (JSC PIMCU operated by ARMZ Uranium Holding Co.), the allocated funds will be used to maximum effect by determining top priority projects aimed at solving persistent social problems of Krasnokamensk.
During the meeting, the government officials visited all the facilities of social and community infrastructure, building and reconstruction of which has been already commenced or is possible under the long-term federal targeted programme designed for mono-cities – Programme for the Development of Public Infrastructure in Krasnokamensk City and Krasnokamensk District for 2013–2017.
Proposals concerning overhaul of an old wooden air terminal and construction of a new modular building with the use of pre-fabricated structures were examined. A decision was also made to renovate a two-storey stone airport terminal building having been abandoned since the Soviet times. Starting from the second quarter of 2014, number of flights to the city will be increased. The Government of the Territory and ARMZ Uranium Holding Co. (JSC Atomredmetzoloto) jointly purchased an aircraft to enhance regional air traffic.
A 60-flat apartment house construction project is critically important for Krasnokamensk – this is social housing, all flats are destined for public sector workers and JSC PIMCU employees. It is expected that the facility will be handed over in half a year, under the condition that required funds to the amount of 78 mln roubles are received in due time. So far, installation of glazing units and heating radiators is in progress, and interior furnishing will shortly start.
A task of regional significance is construction of the Krasnokamensk-Matsievskaya motorway. This road connects the region’s second largest city with the Chita-Zabaikalsk federal highway. Length of the motorway amounts to 100 km, of which 20 km has been laid so far.
Construction of a new kindergarten with a swimming pool for 240 children had been earlier scheduled for 2015. However, in view of urgent need, during the meeting it was decided to bring the deadline forward to October 2014 and fully finance the necessary sum of 250 mln roubles.
Preparation of young professionals is also vital for Krasnokamensk. This task is an especially acute issue. The company’s plans involve organization of specialist training at JSC PIMCU education centres and the second vocational school for the mining and metallurgical cluster.
In the course of the final meeting held at the JSC PIMCU Directorate it was decided to reconstruct two more buildings and convert them into kindergartens. Furthermore, the Krasnokamensk development programme includes financing of 30 mln roubles for overhauling a regional hospital, 14.6 mln roubles for creating a municipal beach with a resort facility, and 3.5 mln roubles for upgrading a children’s park. It was confirmed that funds would be allocated to build a sports and wellness facility with a multipurpose play area and a swimming pool; upgrade a stadium and the Argun gym; construct roads; and establish a public study centre. In the current year, JSC PIMCU will transfer water treatment and withdrawal facilities to the asset list of the urban settlement, which will allow for commencing construction of the second-phase treatment facilities and upgrade of the water supply system using the funds under federal targeted programmes. Equally important are programmes elaborated for the purposes of industrial area planning, JSC PIMCU employees’ training and retraining.
“I do not know any other examples of such truly governmental approach to the development of social environment. We live and work in this city and of course we all want it to become as comfortable for living as possible, we wish that standards of living of our employees and city residents would continuously improve,” noticed Sergey Shurygin, JSC PIMCU Director General.
To enable prompt interaction for implementing long-term targeted Programme for the Development of Public Infrastructure in Krasnokamensk City and Krasnokamensk District for 2013–2017, a working group was established, which includes members of the Trans-Baikal Territory Government, heads of local authorities and JSC PIMCU officials. Starting from January 27, its sessions will be held on a regular basis.
