Dalur Discussed Plans for Developing Dobrovolny Uranium Deposit with Zverinogolovsky District Residents
Residents of the Zverinogolovsky District (Kurgan Region) supported the plans of Dalur, JSC (subsidiary of ARMZ Uranium Holding Co.) to develop the Dobrovolny Uranium Deposit. Most participants of public hearings organized by the district administration in the Trud and Znanie village approved an important document — a preliminary version of the Environmental Impact Assessment (EIA) project for the construction and operation of the pilot site for uranium in-situ leaching at the Dobrovolny Deposit.
In his introductory speech, First Deputy Director General of ARMZ Uranium Holding Co., Victor Svyatetskiy, noted that the development of the deposit implies at least six years of pilot work. This will provide reliable data, particularly to justify the environmental safety of the project. «If all parameters will comply with the legislative requirements, we will continue the industrial development of the deposit,» he said. Also, Victor Svyatetskiy noted that a meeting with the acting Governor of the Kurgan Region, Vadim Shumkov, took place the day before, on the meeting the plans for joint actions to develop the Zverinogolovsky district infrastructure, and, above all, to build the road and perform gasification, were discussed.
Alexander Burutin, Chairman of the Board of Directors of Dalur, JSC in his speech focused on the need to fulfill the state task of supplying the nuclear industry with raw materials. «Dalur, JSC is a strategic enterprise working in the interests of our Motherland, which means each of us. Our activities comply with the law and fully controlled by the state. And we will not allow any damage to the environment, and even more so to people,» he emphasized.
The keynote presentations were made by Dinis Ezhurov, Production Director at Dalur, JSC, and Aleksey Perepelkin, Project Chief Engineer at VNIPIpromtechnologii, JSC (Engineering Center of ARMZ Uranium Holding Co.). They told about each section of the document in detail, about the almost complete elimination of impact on air, water and soil. «There is no waste when using in-situ leaching technology. It is a completely closed cycle. The pilot site itself is less than 1% of the entire deposit territory, the work, of course, will not affect forests and will not be conducted in the Tobol flood area. That is, any risks are completely excluded,» summarized the report A. Perepelkin.
The speakers expressed their gratitude to the residents of Zverinogolovsky district, who, during the public discussions of the Terms of Reference, made their remarks and suggestions. The opinion about the project was expressed by the Chairman of the District Association of Farm Enterprises Pavel Ptitsyn: «For us, people working in agriculture, the state of ecology and the natural environment is more important for anyone. We will continue to grow wheat, raise sheep and support this project, which will help the development of our small motherland.» However, there were also critical opinions expressed by opponents of uranium mining (including those who came from Kurgan and Moscow).
Thus, in case of successful completion of state expert reviews of the project, people and equipment will enter the site at the end of 2019. As expected, in total, Dalur, JSC will create about 350 jobs in Zverinogolovsky district, for which local residents will be employed. Recruitment will be carried out gradually, in accordance with the production plan for the development of the deposit.
