2015 to 2019: Khiagda Tax Payments to Buryatia Budget Grew by 92%


«The increase in tax payments is an important result of 2016 investment agreement signed by the Government of the Republic of Buryatia and Khiagda, JSC». As a result of the execution of this document by the two Parties, the Company was able to accelerate the pace of construction of production facilities and reach the design capacity. This, in turn, made it possible to provide the nuclear industry with the necessary amount of strategic metal, and to increase payments to budgets of all levels in excess of planned indicators," said Andrey Gladyshev, Director General of Khiagda, JSC at a meeting with deputies of the People’s Hural of the Republic of Buryatia, members of the Committee on economic policy, use of natural resources and ecology.

As part of the working trip, the parliamentarians visited the main facilities of the uranium mining enterprise in the Bauntovsky Evenki district of Buryatia. At the meeting held at the Central production site of Khiagda, JSC, an implementation of the investment agreement was discussed. Members of the Committee on economic policy, use of natural resources and ecology of the People’s Hural saw the sulfuric acid production shop, repair and storage facilities, the Dzhilinda substation, and field facilities put into operation in 2016-2019. Andrey Gladyshev emphasized that construction was carried out in harsh climatic conditions of permafrost. «Today we provide 30% of the demand for uranium in the country’s nuclear industry, and this is not the limit for us», said the Director General of Khiagda, JSC.

Currently, the Company is developing two deposits of Khiagda ore field. In the near future construction and mining preparatory work will be completed at Vershinnoye deposit. Commencement of mining and preparatory works at Kolichikan is planned for 2020; Dybryn works are planned for 2022. Then, a progressive development of Namaruskoye and Koretkondinskoye deposits will begin. In total, in 2019, tax payments of Khiagda, JSC to budgets of all levels amounted to RUB 634 million, RUB 246 million of which went to the budget of the Republic of Buryatia. Thus, the members of the meeting concluded that the Parties fully comply with the provisions of the investment agreement. A separate topic of the meeting was the social and economic development of the Bauntovsky Evenki district. Andrey Gladyshev reminded that in 2012 the Government of the Republic of Buryatia and Rosatom State Corporation signed a cooperation agreement. Within its framework, Khiagda, JSC became a part of the Consolidated Taxpayer Group (CTG) of Rosatom, which allowed increasing contributions to the national budget. Most of the funds are directed to solving infrastructure issues of the Bauntovsky district, and the largest project was the construction of a bridge over the Vitim River in Romanovka village. During the meeting, the issue of reconstruction of roads in the Bauntovsky district was discussed; it will be funded at the expense of the CTG as well.

Bair Dashiev, Deputy Head of the local administration, told about the implementation of the Social and Economic Agreement on Cooperation between Khiagda, JSC and Bauntovsky Evenki district: «With the support of the Company we managed to provide repair and filling of in-village roads, to make major repairs of the Vitim community center, to buy furniture for Vitimok kindergarten, to get the car for the transportation of water to inhabitants of Maly-Amalat village, to purchase an off-roader to deliver products to Ust-Dzhilinda, and much more.»

Therefore, we must continue working together for the benefit of Buryatia», said Dmitry Druzhinin, a member of the Committee on economic policy, use of natural resources and ecology of the People’s Hural.
