Elkon MMC to Develop Advanced Housing and Utility Infrastructure in Chukotka

RUB 2.6 billion contract for the construction of water and heat supply networks in the city of Bilibino, Chukotka Autonomous Region, was signed. The project is designed up to 2022: within this period Elkon MMC will carry out engineering surveys, design, build and commission a water supply and discharge system, a treatment plant complex and individual heating units in apartment buildings.
Elkon MMC project office experts have already begun to develop documentation: it is planned to undergo a state expert review before the end of the year. The next step will be the purchase of equipment and carrying out of construction and installation works.
«The task of Elkon MMC is to upgrade the engineering and utility infrastructure of the local housing and utility sector, which have not seen such works in the city for several decades. An effective solution is the use of closed-loop heat cycle technology, which will allow to provide Bilibino with a modern heating system with minimal heat loss and filtration load. Residents will consume high-quality and clean water,» emphasized Vyacheslav Galaktionov, Director General, Elkon MMC.
Let us recall that in October 2019 Elkon MMC signed a similar contract for the construction of utility services in the city of Pevek, where the world’s first floating nuclear power plant (FNPP), Akademik Lomonosov, was commissioned. The latter contract value amounted to RUB 1.96 billion. The project has passed the state expert review, and part of the construction and installation works has already been completed. The next important step will be the FNPP docking with the new pipeline. And it’s worth mentioning that the work is being carried out in a region with severe climatic conditions, in permafrost, where the temperature regime requires year-round housing stock heating.
It is complicated by the epidemiological situation in the region where 14-day quarantine was previously introduced for all people arriving from other constituent entities of the Russian Federation. However, despite the additional activities carried out by Elkon MMC in accordance with the decision of the authorities, the work is on schedule.
«ROSATOM is in Pevek for a long haul, the tasks important for the State Corporation are implemented there through joint efforts in interdivisional cooperation,» notes Vyacheslav Galaktionov, «Electrical and Power Division delivered the FNPP and it is already supplying the city with electricity. Mining Division, represented by Elkon MMC, is constructing utility services for the smooth operation of municipal services. Also, Pevek is the future base of our gold mining project in Chukotka. All the necessary resources are present here, both in terms of energy and personnel».
Both projects are part of ARMZ Uranium Holding Co. diversification portfolio, however, in terms of business, they are not new. Elkon MMC has experience in the engineering, design, and construction of industrial facilities in regions with severe climatic conditions. In March 2020, Elkon MMC acquired a license for Sovinoye gold deposit development in Chukotka.
