ARMZ Became Founder of Rare and Rare Earth Metals Producers and Consumers Association


Rare and Rare Earth Metals Producers and Consumers Association Non-Profit Organization is registered in Moscow. Ruslan Dimukhamedov, Director for Business Development, ARMZ Uranium Holding Co. (part of ROSATOM State Atomic Energy Corporation), became the Head of the Association.

The Association was created to promote the domestic rare and rare earth metal industry development. Its founders are 6 industrial companies: Solikamsk Magnesium Plant, OJSC, ThreeArc Mining, LLC, Skygrad Innovations, LLC, Rusredmet Group, Technoinvest Alliance, CJSC, and Atomredmetzoloto, JSC. Each of them implements their own projects in the rare earth metal production and is interested in creating favorable conditions for this.

The Association plans to engage in analytical and expert activities. Along with market analysis and sales promotion issues, members of the organization will conduct an expert review of specific projects, develop proposals for government support measures and changes in the regulatory environment. One of its important functions is to update the industry roadmap, which is being developed by ROSATOM State Atomic Energy Corporation under an agreement with the Government of the Russian Federation.

«Our country has the richest natural resources, but the rare earth ore processing is a complex and expensive process. The Association we created is an alliance of like-minded people and professionals whose efforts are focused on creating an independent and high-tech industry. A proficient approach to the organization of production activities, the introduction of high value-added products to the market is what we have to work with,» said Ruslan Dimukhamedov, Chairman of the Association.

Official membership in the Association has already been received by two organizations: FSUE VIAM and FSUE I.P. Bardin TsNIIchermet; and in the long term, the Association will unite most of the domestic rare metal industry organizations: industrial enterprises, scientific and technical institutes, representatives of the media and social and environmental movements. The first stage will be the formation of a digital platform: an Internet site and a database of projects and markets. This is necessary for interaction with public authorities and the development of horizontal relationships between industry participants.

For reference: Ruslan Dimukhamedov graduated from Kazan State University. Since 2010, he has been developing rare earth production in the Mining Division of ROSATOM State Atomic Energy Corporation. In 2017, a project for the associated scandium production was implemented under his leadership at the uranium mining plant facilities of Dalur, JSC (part of the ARMZ Uranium Holding Co.) in the Kurgan Region. Currently, the enterprise has reached a commercial level with production volume of up to 1000 kg of high-purity scandium oxide per year.
