Tugansk Mining and Processing Plant (Tomsk Region) Sees Final Construction Phase
ARMZ Uranium Holding Co. (Mining Division of Rosatom State Atomic Energy Corporation) has contributed to the project’s funding.
Construction and installation work at the main production buildings has been completed to date, and the installation of process and engineering equipment is currently underway. A transformer substation has been operationalized, and preparations for the boiler plant’s start-up are underway. The buildings of the thickening and filtration section, mineral separation shop, quartz sand shop, pumping station, administrative building and other facilities were erected. The total area of buildings and structures is 10 thous. m2. Installation of the entire process chain of equipment has begun in the shops. This includes a belt feeder for feeding raw materials, a crusher, a scrubber-butcher for clay separation, screens for fractional separation, kilns for drying, machinery for magnetic and electrostatic separation, filling and other equipment. An important component of the project is wastewater treatment facilities located directly at the Yuzhno-Alexandrovskoye section of the Tuganskoye field. «All equipment is up-to-date, highly productive and, very importantly, complies with the strictest environmental requirements. The environmental impact will be modest, which is why the project was welcomed by local residents during public hearings,» says Aleksandr Sitnikov, project manager at ARMZ Uranium Holding Co.
As part of the Russian Federation’s Roadmap for New Materials and Substances Technologies, Ilmenite Tugansk Mining and Processing Plant will be the first full-scale manufacturing facility for rare and rare-earth metals. The processing capacity will assure the stability, safety, and continuous supply of strategically vital concentrates such as zirconium, titanium, and rutile-leucoxene for Rosatom State Atomic Energy Corporation and other key Russian industries. Ilmenite Tugansk Mining and Processing Plant, JSC also intends to manufacture a significant volume of glass and fractionated sands.
United Uranium Enterprises, LLC (UUP, LLC, managed by ARMZ Uranium Holding Co.) is financing the project, which has a budget of more than RUB 500 million. This enables UUE, LLC to obtain a 25% share in Ilmenite Tugansk Mining and Processing Plant, JSC, with the option to raise the share. «With the backing of Rosatom State Atomic Energy Corporation, we can expect the Plant to become the most contemporary in terms of equipment and technology, and to begin operating in line with the agreed construction schedule in Q4 2021,» stated Andrey Kabanov, Director General of Ilmenite Tugansk Mining and Processing Plant, JSC.
The first stage of construction currently comprises the development of the Tuganskoye deposit’s Yuzhno-Alexandrovsky area, as well as the construction of a mining and processing plant capable of processing 575 thousand tons of ore sands a year. If product demand is proven, more phases of development in the Kuskovo-Shiryaevsky area may be constructed to raise production capacity to 6.9 million tons of ore sands per year.
