ARMZ and Izurium Investment Fund Completed Construction of Tugansk Ore Mining and Processing Enterprise Ilmenite in Tomsk Region
Production of zirconium, titanium, and rutile and leucoxene concentrates has been launched at the processing plant for ore sand from Tugansk titanium and zirconium deposit. «We’ve been launching the processing plant for ore sand from Tugansk deposit in conformity with the agreed schedule of construction. Soon the plant will reach its design capacity for processing 575 thousand tons of ore sand per year, said Andrey Kabanov, Director General of Tugansk OMPE Ilmenite, JSC. As of today, construction and assembly work has been completed at the processing plant and start-up work at no load has been made. Stope development has been made. 140 jobs have been created in the plant, with more personnel planned for employment in the future. As a reminder, the project is financed by the main shareholder, Izurium Investment Fund. Since 2021, United Uranium Enterprises (UUP, LLC) (managed by ARMZ Uranium Holding Co.) has been involved in the project.
«Support of the Rosatom’s Mining Division has helped us to construct a company which is the most innovative as regards equipment and the most advanced as regards processes used,» adds Andrey Kabanov. UUP, LLC has completed a transaction to acquire a stock of shares in TOMPE Ilmenite, JSC equaling to 25% of its authorized capital minus 1 share, with the option to increase its interest in the authorized capital of TOMPE Ilmenite, JSC to a controlling one in the future.
The Tugansk deposit is the pilot project in developing titanium and zirconium placer deposits in Russia. Resource portfolio of the deposit provides for OMPE operation for about 80 years. At the moment, Yuzhno-Aleksandrovsky area of the deposit is under development. If the product demand is confirmed, additional stages can be provided within the framework of commercial development of Kuskovsko-Shiryayevsky area in order to increase the annual production rate up to 6.9 million tons of ore sand.
The products of TOMPE Ilmenite, JSC will be used to meet the needs of the major companies of the Russian high-tech industry: Chepetsk Mechanical Plant, JSC, a manufacturer of zirconium cladding for nuclear fuel (managed by TVEL, JSC/Rosatom’s Fuel Division) and VSMPO-AVISMA Corporation, a manufacturer of titanium and titanium alloys. «Other consumers of rare metal concentrates will be Russian industrial enterprises for the production of titanium dioxide, ferroalloys, welding electrodes, refractory materials, metallic zirconium, and ceramics. Quartz sand of various types and grades will be used for the glass and foundry industries, for the production of dry mortars, as fillers for sandboxes in railway locomotives, and in filters for water treatment. Tugansk OMPE’s potential will permit the company to seize the position of a major supplier of titanium and zirconium concentrates in the Russian market covering up to 100 % of demand in zirconium concentrate, and up to 15-20% in iron-titanium oxide (ilmenite) concentrates, when all stages of the plant are launched. The company will also become the biggest in Siberia supplier of glass-melting sand. We also plan to develop export sales,» said Alexey Shemetov, First Deputy Director General of ARMZ Uranium Holding Co.
