Command post exercise Run by Dalur under Guidance of National Anti-Terrorism Committee of Russia

According to the instructions and the exercise idea, a group of ‘terrorists’ with the collusion of an employee at the uranium enterprise planted an improvised explosive device on the site of Dalur, JSC and took dummy hostages.
When taking a routine guard tour, security police officers (Atom-Security, JSC) found a suspicious item that visually resembled an improvised explosive device. The point of detection was cordoned off, while the workers who appeared to be nearby were removed to a safe distance.
The company deployed an Emergency Response Center under the leadership of the Director General; they duly notified and evacuated the personnel and kept collaborating with the law enforcement agencies. Incident response teams arrived to the site. In light of the circumstance, they turned to a counter-terrorism operation within localities of the Dalmatovsky district, Kurgan region, lying in the vicinity of Dalur, JSC.
During the bargaining talks, the ‘criminals’ raised obviously impossible demands and threatened the lives of the hostages. Taking into account the analysis of the operational situation, the commander-in-chief of the command post decided to carry out a military operation. As a result, the ‘terrorists’ were neutralized and the hostages were freed. They also run operations to minimize the consequences of the ‘terrorism act’ and ensure the safety of people. The exercises involved more than two hundred officers in local units of the Federal Security Service, National Guard of the Russian Federation, Ministry of Internal Affairs, Ministry of Emergency Situations, Federal Guard Service, Federal Penitentiary Service, Anti-Terrorism Committee of Kurgan and the Kurgan Region, and representatives of the executive authorities. In summing up the CPX results, the National Anti-Terrorism Committee of Russia positively evaluated the interaction and preparedness of the law enforcement and defense agencies to tackle diverse challenges of combating terrorism, including planning and conducting counter-terrorism operations at industrial facilities.
The Security Service of Dalur, JSC and Independent Squad No. 406 of the Interregional Security Police Department No. 4 of Atom-Security, JSC, who were engaged in protecting the sites of the uranium mining enterprise, were highly commended for their actions.
